행정학을 중심으로 본 빅데이터와 경험적 현상학적 접근을 통한 빅데이터 활용 제고

Abstract

행정학은 사회과학의 다양한 분야 중에도 실천성이 강조되는 학문이다. 이러한 점에서 본 연구는 행정학을 중점으로 빅데이터 활용을 고민하였다. 이 과정에, 행정에 관한 주된 학문인 행정학이 지닌 학문적 의미에 대한 이해, 행정학에서의 빅데이터 활용에 관한 논의, 그리고 실천력 제고를 위한 빅데이터 활용과 현상학적 방법을 살펴보았다. 이는 행정학에서 데이터를 활용한 실증연구에 대해 계속되고 있는 논의와 같아 보이지만, 빅데이터는 단순 행정과 행정서비스 시스템을 자동화하는 데 사용되는 데이터 집합이라는 점에서 차이가 있다. 빅데이터를 활용한 연구와 경험적 현상학적 접근의 연계는 다음과 같다. 먼저, 정제되지 않는 빅데이터 집합을 현상학에서의 살아있는 사회로 간주한다. 이는 연구자가 연구 목적에 따라 빅데이터 집합을 정제하고 분석을 설계하는 것과 같이 현상학적 접근 역시 구분되지 않은 사회현상에서 연구 목적에 따라 연구대상을 선정하고 분석기법을 채택하기 때문이다. 이러한 점에서 빅데이터를 활용한 연구접근과 경험적 현상학적 접근을 동일시하고, 선행된 빅데이터를 활용한 연구를 경험적 현상학적 접근을 통해 해석한다. 이를 바탕으로, 사회의 특정 현상을 빅데이터 집합에서 정제한 데이터의 실증분석결과에 대한 설명적 기술을 통해 연구자의 학문적 배경과 연구배경을 바탕으로 하는 의미 단위 분석, 그리고 상황적·일반적 구조화하는 과정을 통해 해석하고 이해과정을 제시하였다.

This study examined the use of big data in Public Administration, a study field that emphasizes practicality among various research fields of social science. First of all, based on the understanding of the academic meaning of public administration, this study reviewed the use of big data in public administration. And then, to improve the academic practicality, it is presented an empirical phenomenological approach as a method for understanding the meaning from using big data. This seems like a critical discussion of empirical research based on positivism in public administration but a study with using big data differs in that it can automate simple administration procedures and administrative services through using the big data. The research using big data is grafted onto an empirical phenomenological approach is as follows. Above all, the unfiltered big data set is premised as a living society in the phenomenological perspective. And then, because a researcher selects the research group from groups that experience a same social phenomenon in a society depending on the research question and aim in a study with an empirical phenomenological method same like that a researcher filters the big data set and designs research approach depending on the research purpose in a positive study through using big data, by putting the two processes on the same line the researcher understands and interprets the use of big data through an empirical phenomenological approach. Finally, this study suggested a procedure of a study with using big data through an empirical phenomenological approach consisting of meaning unit analysis, contextual and general structuring process from describing the analysis result of filtered big data based on positivism on the certain phenomena in a society.
