In the integrated steel industry, a lot of operation parameters have changed in order to meet the increased quality requirements of customers. However, the need for improvement is not fully reflected in steelmaking engineering, especially converter design, because it depends entirely on overseas engineering companies. To overcome these limitations, this thesis developed the conceptual design model and specification of converter system based on based on the international System Engineering (SE) process as ISO/IEC 15288, ANSI-EIA 632, and IEEE-1220. In this thesis, system engineering was used to effectively analyze the complex and abstract requirements of stakeholders. In addition, all of the requirements are assigned to the logical and physical solution areas, and all the functions of the logic solution are allocated in the physical solution, thus making it a complete system development that implements traceability. In this thesis, the following effects were obtained. First, knowledge of tacit knowledge on converter design and development of a model that can be applied repeatedly to similar projects. Second, it is possible to cultivate separation order ability through development of system and sub system specification of converter system. This will help manufacturers avoid learning and leaking core technologies by separately ordering the manufacture and installation of devices including core technologies. Third, by understanding the performance level required of the converter system, it is expected that it can contribute to the price competitiveness by changing the optimum specification design method from the existing high performance-oriented specifications.-
